Slot Track Designer
I use Slot Track Designer to experiment with and catalog track designs. It's free and easy to use, but dimensions are metric only so some conversions may be necessary (2.54cm = 1 inch). I can only find it for download anymore at the link provided.

Free download track layout software and race management. This one seems to have a lot of nice features, but I have not tried it. Worth downloading and checking out.
