Slot Track Designer
I use Slot Track Designer to experiment with and catalog track designs. It's free and easy to use, but dimensions are metric only so some conversions may be necessary (2.54cm = 1 inch). I can only find it for download anymore at the link provided.

Ultimate Racer
Free download track layout software and race management. This one seems to have a lot of nice features, but I have not tried it. Worth downloading and checking out.

Track Power
Nice looking track layout software from Spain, in English. Shareware. Requires payment. Includes design library. The Spanish are really into 1:32 slot cars, so this is bound to be good.
